HOA Coordinator (Community Manager) requirements:
- 5+ years experience
- CCAM Certification
Ensure Corporate Compliance with State Laws and Regulations and HOA Documents
- In accordance with Bylaws: schedule Board Meetings and Annual Meeting; prepare agenda, notices; record action; prepare resolutions and minutes; coordinate and be responsible for conducting elections
- Keep current, at least annually, with all new requirements under State law for common interest ownership organizations affecting HOA rights and responsibilities.
- Attend CACM Seminars and Expos to maintain CCAM designation
- Conduct orientation for new Directors, committee members, or HOA personnel to apprise them, respectively, of HOA responsibilities, meetings, and activities during the year.
Coordinate and Administer the Architectural and Landscape Control Committee
- Convene, when appropriate and timely, Committee meetings to review and act on submittals to the Committee.
- Timely report to applicants seeking Committee response the action of the Committee.
- Updated and revise Guidelines as requested by the Committee, the Directors, or Officers; submit draft, recommended revisions for action by the Board of Directors or Association Members as is appropriate.
Prepare, Maintain, Coordinate, and Track Annual Budget
- Timely prepare (as directed by the Chief Financial Officer) annual operating budget for the forthcoming year working in conjunction with the accounting department and management.
- Track on a current basis actual performance against existing budget and provide at the request of the accounting department written explanation of material deviation.
Ensure Compliance with all HOA Service Contracts
- Have a comprehensive understanding of all service contracts entered into between the HOA and service providers (including, but not limited to, contracts for liability, errors and omissions, property damage insurance coverage) so as to answer questions of member homeowners, management, and service providers and so as to readily track compliance with the obligations created by such contracts.
- Identify and immediately inform management of any potential compliance issues.
Track Status of Capital Improvements to HOA Assets
- Weekly, receive report of progress of phases of work from responsible in-house coordinator or manager or from contractor or contractor’s foreman or other, on site, responsible employee).
- Maintain a record of any modification to schedule or change order to indicate causes for delays or increases in cost.
- Prepare reports of status to Directors on periodic basis as appropriate to magnitude of improvement or as directed by President or other officer of the Board.
- Review and have a competent, working understanding of each phase of DOA improvement sought to be accomplished sufficient to satisfy other position responsibilities such as tracking work progress for comparison to schedule of completion, compliance with contract documents, and processing of invoices.
Budget Status and Processing all PO’s and Invoices Relating to HOA Improvements
- Maintain copy of HOA Budget.
- Maintain preliminary cost estimates for all HOA works of improvement.
- Track status of payments to completed phases of work and be able to report to management percentage of work completed against budget.
- Confirm with the Accounting Department that appropriate retention, according to the Contract Documents, occurs until final acceptance of work and release of potential liens.
- Track all potential lien claims; maintain files on Preliminary Lien Notices and follow up to ensure proper, accurate lien releases are obtained at or prior to payment; ensure that the project remains lien free through each phase of work.
Supervise and Manage the Code Enforcement Officer
- Formulate the responsibilities for a Code Enforcement Officer and Assistant.
- Provide training for Assistant to ensure a total understanding of the responsibilities of the Department and the appropriate actions and procedures to be carried out in order to efficiently and effectively satisfy those responsibilities.
- Supervise and manage the Code Enforcement Officer’s and Assistant’s actions to ensure compliance with the Bylaws, Guidelines, ALCC Committee approvals.
