Temporary HUMAN RESOURCES TECH I/II (Bilingual/Spanish) - County of Riverside - Indio, CA

Riverside County’s Temporary Assignment Program is committed to providing the highest level of customer service as we respond to the County of Riverside’s temporary staffing needs.

Our in-house temporary employment program conducts business similar to a temporary staffing agency. Some of the services the Temporary Assignment Program offers include: recruitment, physical examination including drug/alcohol screening, skills testing, a background check, interviews and a customized orientation. Recruiting qualified applicants and meeting our client’s staffing needs are our top priority. A wide variety of temporary assignments are available to qualified applicants who meet the County’s requirements.


The Human Resources Tech I/II for the Temporary Assignment Program (TAP) will be assigned to the Indio TAP Office. This two-person office performs a wide variety of Human Resources services for county departments in the desert region. This office performs temporary staffing for multiple classifications across the county. One position is available, and may be filled at either the HR Technician I or HR Technician II level, depending upon qualifications of the selected candidate.


Under general supervision, to perform a wide variety of clerical personnel functions; to serve as the primary liaison between the operating department and the Human Resources Department for the processing of personnel transactions related to the Temporary Assignment Program and maintenance of TAP personnel records; and to do other related work as required.


Act as a liaison between the Human Resources Department and line departments in the preparation and processing of human resources activities.

Testing All candidates will be required to take a computerized Spanish language test as part of the application process for this position. Candidates who meet the position requirements will be notified of testing information.

The Human Resources Tech I/II for the TAP office performs the following duties:


Greet the public and applicants to provide human resources related information on a wide variety of topics. Answer routine inquiries.


Conduct new employee orientation to communicate county policies and procedures.


Compile human resources records, complete transaction forms, maintain personnel files.


Perform fingerprint rolling services. Initiate background checks with background screening vendors.


Proctor preemployment examinations.


Provide support to recruitment staff including scheduling interviews, gathering documentation, entering data in the applicant tracking system.


Compose routine correspondence.


Reviews applications to determine if applicants meet standards for employment and notifies applicants of decision; answers questions and advises applicants on the status of their applications, specific employment requirements, examination processes, and reasons for disqualification.


Certifies and maintains eligible lists; establishes certification procedure guidelines with County departments and provides advice on, and enforcement of, personnel certification policies and procedures.

For Applicants considered at the Human Resources Technician II classification:


EITHER I

Experience: One year of experience equivalent to a Human Resources Technician I with Riverside County.


OR II

Education: Completion of 18 semester or 27 quarter units from a recognized college in public/business administration, the social/behavioral sciences or a closely related field. (An additional year of qualifying experience may be substituted for the required education.)


AND

Experience: Two years of technical personnel experience, which included interpreting and applying personnel rules and regulations.


OR

Experience: Two years of experience equivalent to a Human Resources Assistant with Riverside County.


Knowledge of: Laws, ordinances, rules, regulations, and procedures governing the Human Resources Department and personnel activities of operating departments; basic personnel records and documentation; occupational titles and concepts, job duties performed and job-related standards for employment.


Ability to: Evaluate education, experience, and other qualifications and determine their applicability to the established requirements; read, understand, apply, and explain regulations, standards, policies and procedures; communicate effectively orally and in writing; work effectively with applicants, co-workers, other agencies, and the community; maintain accurate records; prepare reports and correspondence; recognize problems and devise effective course of action; collect and evaluate data and summarize findings; perform basic statistical computations.

Required Probationary Period – As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. For the first 1,000 hours of work in a fiscal year, the employee is enrolled in and contributes to the County Temporary/Part-Time Employees’ Retirement Plan, which is a 401(a) defined benefit pension plan. The County also contributes to the 401(a) on behalf of the employee.


During this time, neither the employee nor the County pays into Social Security, and the employee is not enrolled in CalPERS. After 1,000 hours of work in any fiscal year, the employee and County stop contributing to the 401(a) and begin to pay into Social Security. The employee is also enrolled in CalPERS and begins to make contributions.
