ANIMAL CONTROL OFFICER I/II - County of Riverside - Thousand Palms, CA

The current vacancy is located in Thousand Palms; however, this recruitment may be utilized to fill positions in other shelter locations including San Jacinto and Jurupa Valley.


This position can be filled at ACOI-ACOII levels:
Animal Control Officer I: $17.88 – $29.63


Animal Control Officer II: $18.83 – $31.23


The role of an Animal Control Officer is to provide enforcement of Riverside County ordinances, city municipal codes and California State laws by patrolling jurisdictions overseen by Riverside County. When violations are found, the Animal Control Officer issues citations as needed. The Animal Control Officer also receives and investigates complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled animals and animal cruelty cases.


Additionally, the Animal Control Officer also serves as a public relations representative for the County and is expected to consistently provide the highest level of customer service even in difficult circumstances. It is the duty of the Animal Control Officer to uphold the law while recognizing their responsibility as a public servant to the constituents of Riverside County and ensuring the safety of themselves, the public and the animals.


Please note: Both routine and emergency euthanasia duties are included among the core responsibilities of the Animal Control Officer I/II positions.

Animal Control Officer I

Drive a vehicle to patrol jurisdictions overseen by Riverside County; enforce animal regulations, laws and ordinances; answer questions from the public concerning age, breed, characteristics, care and treatment of animals; advise the public of legal rights, explaining and interpreting animal control laws, regulations, procedures and policies; contact dog owners by house-to-house canvassing to locate unlicensed or unvaccinated dogs; collect and turn in license fees.


Receive and investigate complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled animals; tactfully handle complaints, trying to remedy problems; under guidance from an Animal Control Officer II, investigate and prepare minor animal cruelty cases.


Work cooperatively with other law enforcement groups when joint action is required; issue violation notices and court citations, collect evidence, and appear in court as a witness, as necessary.


Learn to use tranquilizer guns or other means to control dangerous and/or injured animals as a last resort; answer emergency calls concerning persons bitten by animals.


Learn to quarantine potentially rabid animals; check potentially rabid animals at intervals as directed and release animals from quarantine at the end of a safe time period, as directed; issue citations for violation of the quarantine.


Pick up and transport stray, confined, sick, injured or dead animals; impound animals and release impounded animals to owners; segregate, isolate, perform euthanasia and dispose of ill, injured, unwanted or aged animals.


Prepare reports; keep records and complete forms concerning animal control violations and transactions, proficiently utilizing software relating to Department of Animal Services.


May be assigned to any shift and required to be available on standby or on-call basis

Animal Control Officer II

Drive a vehicle to patrol jurisdictions overseen by Riverside County; enforce animal regulations, laws and ordinances; answer questions from the public concerning age, breed, characteristics, care and treatment of animals; advise the public of legal rights, explaining and interpreting animal control laws, regulations, procedures and policies; contact dog owners by house-to-house canvassing to locate unlicensed or unvaccinated dogs; collect and turn in license fees.


Receive and investigate complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled animals; tactfully handle complaints, mitigating concerns; investigate and prepare animal cruelty cases.


Investigate and prepare animal cruelty cases; issue violation notices and court citations; collect evidence, prepare, submit and conduct search and arrest warrants; appear in court as a witness; prepare responses and represent DAS in Superior Court regarding dangerous and vicious dogs; be able to prepare 597.1 and Title 5 responses to pre- and post- seizure hearings.


Review and revise DAS ACO policy and procedures; assist in training of new animal control staff on all relevant DAS, CHA and County policy; prepare reports, keep records and complete forms regarding animal control violations and transactions.


Respond to high-profile complaints from the Board of Supervisors or contract city; work cooperatively with other law enforcement groups when joint action is required; speak at schools and other community groups concerning animal control public services; investigate and inspect County circuses, fairs and animal shows, as required.

Experience: Six months of experience performing animal control duties in a public or non-profit animal control program OR one year of paid experience in a veterinary office, animal grooming, animal board and kennel facility or similar setting which included the care and handling of animals.

Animal Control Officer II: $18.83 – $31.23

Experience: At least six months of successful experience as a Riverside County ACO I or equivalent experience with another public agency or private association, such as The Society for the Prevention of Cruelty to Animals.


Knowledge of: Techniques and procedures for the safe, humane, and efficient handling of animals; laws and ordinances governing the licensing, treatment, and impounding of animals; the symptoms of common animal diseases; common breeds of domestic animals and appropriate practices for their care and feeding.


Ability to: Establish and maintain effective and cooperative working relations with the public and other employees; handle animals humanely and safely; discharge firearms safely and accurately; read and comprehend laws and regulations pertaining to animal control; present evidence and testify in court cases; clearly explain animal control procedures and regulations to the public; exercise tact and good judgment in dealings with the public; recognize symptoms of rabies and other animal diseases; ability to keep statistical records.


HIGHLY COMPETITIVE CANDIDATES WILL POSSESS:
Knowledge of county ordinances, city municipal codes and California State laws that govern animal control.

Knowledge of animal breeds.

Knowledge of common animal diseases, causes and symptoms.

Required Skills:
Tests: Candidates without Riverside County ACO I/II experience will be required to take a basic skills test prior to being considered for any Animal Control Officer I/II position.


License/Certificate: Possession of a valid California Driver License.


ACO II level incumbents will be required to have successfully completed the following by the date of appointment:


Penal Code 832 (P.O.S.T.) certification, first aid/CPR, euthanasia certification, ASP tactical baton training, stun baton training, ICS/SEMS/NIMS, workplace violence, customer service training, capture equipment (catch pole, snappy snare, snake tongs, skunk pole, leash muzzle, nets, transfer cages and traps), breed recognition training, small and large animal handling training, animal lifting procedures, exotic and wild animal training, chameleon and computer training, CHA policies, driver’s training, emergency disaster training, trailer training, map book reading, basic radio and Nextel procedures, RCI, FRA, kennel and cattery regulations, emergency standby duties, handling vicious animals, administrative hearings, media relations, diversity training, all DAS policies and procedures, pet first aid, zoonotic disease recognition, avian disease recognition and Humane Academy or equivalent.
