Appraiser Technician - DESERT - County of Riverside - Palm Desert, CA

The Assessor-County Clerk-Recorder’s (ACR) Office’s mission is to fulfill the legally and locally mandated functions of the Assessor, County Clerk, Recorder, and Records Management Program in an accurate, timely, professional, and courteous manner and to ensure high quality service. The Assessor-County Clerk-Recorder’s Office consists of three separate entities.


The Assessor’s office determines a value for all taxable property and applies all legal exemptions and exclusions.


The County Clerk’s Office issues various licenses, registers notary public oaths and commissions, maintains roster of elected and appointed county officials, and files Grand Jury final reports.


The Recorder’s Office records, examines, and maintains all documents and permanent records filed within the County of Riverside.


The ACR is seeking 1 Appraiser Technician for Real Property and 1 Appraiser Technician for Business Personal Property (BPP) to work in PALM DESERT, California (approximately 70 miles east of Riverside).


Appraiser Technicians perform routine, technical, support duties for the professional, appraisal personnel. Appraiser Technicians perform field work for real, commercial, or personal property for property tax assessment purposes; assist appraisers by gathering data, evaluating property characteristics by inspecting the property, and making recommendations for assessment; and perform related duties as required.


The REAL PROPERTY APPRAISER TECHNICIAN will read blueprints and conduct property cost estimating in an office environment. Previous experience with reading blueprints and cost estimation is helpful. The ability to work independently is essential.


The BPP APPRAISER TECHNICIAN will field canvass businesses to collect and record property characteristics. This position requires extensive walking in all kinds of weather. The Appraiser Technician will spend approximately 90% of the time in the field visiting businesses and speaking to business owners. Strong interpersonal skills and the ability to work independently are essential; experience with property estimation is helpful.

  • Inspect interiors and exteriors of buildings and recommend the classification of structures and other appurtenances to the land; measure, photograph, and diagram the improvements for the property appraisal record; and make related calculations.

  • Perform field canvassing and inspections to identify new businesses, changes in business assessments, and identify and record property characteristics.

  • Gather income/expense, market, and cost data and prepare it for use by appraisal staff.

  • Apply assessment laws, regulations, and procedures and explain these to the property owners, contractors, real estate agents, and others regarding building costs and property characteristics.

  • Gather data regarding tract homes and verify addresses, plan types, and percentage of completion.

  • Prepare data for minor construction which may include interior remodeling and additions, pool, patio covers, and

enclosures for valuation by an appraiser.


REQUIRED:
OPTION I


Graduation from an accredited college or university with a bachelor’s degree.

OPTION II


Two years of experience in real estate appraisal, personal property appraisal, building contracting, building cost estimating, or building inspection.

Two years of clerical or technical experience in an Assessor’s Office or in the Property Taxes Department of the Board of Equalization. This experience must have included compiling and maintaining records in support of the appraisal process; performing technical and public contact work in supplying a variety of services and information to the general public and other governmental agencies including answering routine inquiries on property tax assessments, appraisal procedures, recording laws, County Clerk functions, fees and current laws.


DESIRED: A bachelor’s degree, strong customer service experience, experience working independently, and experience with property estimation.
